This is strange that the phone cannot be "detached" from user ID if the user wishes so, that's significant drawback. If you could change the id then any games, paid apps and music wouldn't work correctly as they are tied to the id. Just wipe the phone then put in your kids live id and start downloading the apps that you want him to have.
